Sergio C. Reyes, M.A. (Chief of Staff) received his B.A. in political science and history from Brandeis University and his M.A. in political science from the University of Chicago. Sergio moved back to Kern County from Chicago to oversee all operations in Supervisor Rubio’s office. Most recently, Sergio worked for the National Opinion Research Center advancing many education-related initiatives and studies originating from various federal agencies, including the U.S. Department of Education and the National Science Foundation. Sergio is fluent in Spanish.
Born and raised in Kern County, Sergio currently resides in the Fifth District community of Westchester.

Kim Salas (Special Assistant) has over a decade of experience working in state and local government. She is currently the president of the East Bakersfield Community Coalition (EBCC) and is an appointed commissioner to the Human Relations Commission.
Kim is married with four children and two dogs, TJ and Clare. She has resided in the Fifth District for 36 years.

Lorena Berumen (Executive Assistant) worked for over a decade in various divisions of the Kern County Superintendent of Schools, including Communications, Child Development and Family Services. In her professional capacity, she has served on the Community Connection for Child Care Foundation Board and helped facilitate the implementation of workplace innovation suggestions. Lorena speaks Spanish fluently.
Lorena is very active with her 15-year-old son, Myles, and has served previously as a Room Parent / School Volunteer and has worked in migrant child literacy campaigns throughout Kern County.

Mark Salvaggio, Citizen Services Specialist

Mark Salvaggio (Citizen Services Specialist) was a middle school teacher in Arvin until his retirement in December 2004. He taught 7th and 8th grade students in the same school and classroom for 32 years. Mark also served the people of Bakersfield as a City Council member from 1985 until his retirement at the end of 2004.
Mark joins Supervisor Rubio's staff in the area of constituent services, particularly code compliance efforts throughout Kern County's 5th Supervisorial District.

Kirstin Woody, Public Health Advisor

Kirstin Woody, MPH (Public Health Advisor) graduated with honors from the University of California Davis in 2006 with degrees in Neurobiology and Classical Civilizations and received her MPhil in Public Health from the University of Cambridge. She has been involved with various health policy and international public health projects including coordinating the first annual Cambridge global health conference in Geneva, Switzerland, and participating in multiple medical mission trips throughout Central America. She has received numerous awards for service, leadership and scholarship, including the UC Davis Mary Jeanne Gilhooly Award that recognizes the institution's most outstanding female graduate and the honor of being a Rhodes Finalist in 2006.
In her free time, Kirstin enjoys training for Ironman triathlons, running marathons and working on her family's cattle ranch in Woody, California. Kirstin was born and raised in Kern County and served as student body president of Bakersfield High School in 2001.
