Solid Waste Management Advisory Committee
Members
Legal Authority: Established by Kern County Solid Waste Management Plan and Board of Supervisors Minute Order of 9/16/1980 to be implemented by Kern County Public Works Department; Minute Orders of 10/13/1981, 1/5/1982, 2/8/1983, 2/21/1984, 11/10/1987 3/15/1988 & 9/5/1989 increased membership; Minute Order of 4/9/1985 changed name, scope and membership of committee; reconstituted as Solid Waste Management Advisory Committee by Minute Order of January 28, 1986. By Resolution 90-151 the existing SWMAC to serve as the Local Task Force; by Minute Order of April 19, 1994 the composition of SWMAC was restructured. Resolution 95-433 approved amended bylaws adding alternate members; on October 9, 2001, Resolution 2001-384 - restructured the SWMAC and set rules for the conduct of meetings; Resolution 2002-013 designated restructured SWMAC as Local Task Force.
Membership Qualifications: Nine (9) members consisting of the following representation:
  • 2 members from public at large
    • one from a city or unincorporated county area with mandatory or universal collection
    • one from a city or unincorporated county area without mandatory or universal collection
  • 2 Franchise garbage haulers
    • one Metropolitan Bakersfield
    • one Non-Metropolitan Bakersfield
  • 1 Recycler
  • 1 member of the Bakersfield City Council
  • 1 member of the Association of Cities representing cities in Kern County, other than the City of Bakersfield
  • 2 members of the Kern County Board of Supervisors
  • 1 member of the Kern County Board of Supervisors as an alternate
Term: To serve at the pleasure of the Board of Supervisors.
Duties:
1) Review the County's current solid waste management system for adequacy and effectiveness;
2) Review the County's current plan for implementing solid waste management in the future;
3) Provide input through Waste Management Department to County's engineering consultants related to solid waste management planning; and
4) Make recommendations to Board by periodic reports of committee concerning solid waste management program of County.
Meeting Place and Time: Public Services Building
