Grand Jury Complaint Process
The Penal Code requires the Grand Jury to inquire into the willful or corrupt misconduct in office of public officers. Any citizen, county or city official, or employee may submit signed complaints to the Grand Jury.
A Complaint must be submitted in writing and include specific information, allegations and documentation.
Each year the Grand Jury receives numerous communications from citizens, civic groups, and government employees alleging inefficiencies and misconduct in government. Complaints received by the Grand Jury are investigated for their validity. If it is determined that the situation warrants further investigation and the complaint falls within the Grand Jury's investigative authority the complaint will be assigned to a committee.
The Grand Jury may investigate citizen complaints alleging misconduct or inefficiencies in government. The Grand Jury may investigate and report on the operations, accounts, and records of the officers, departments or functions of the County, special districts, and the books and records of any incorporated city or joint powers agency. The Grand Jury has no jurisdiction over Federal or State agencies or the Courts.
The Grand Jury will acknowledge all written complaints that are received.
All complaints are kept confidential. Grand Jury investigations and interviews are protected by law. The Grand Jury's records may not be inspected nor subpoenaed.
Upon conclusion of the investigation of a complaint, the complainant will receive a letter informing them that the complaint has been closed.
The findings of an investigation by the Grand Jury can only be communicated in a "Final Report" issued by the Grand Jury. The "Final Report" is the only method that the Grand Jury uses to communicate with the public.
