KGOV - Kern Government TelevisionKern Government Television (KGOV) is owned and operated by the County of Kern under the direction of the Kern County Board of Supervisors. KGOV is managed by the County Administrative Office with executive oversight vested to the Assistant County Administrative Officer for General Services. The KGOV Station Manager is in charge of general operations.
Station Manager Comments
Thank you for visiting the Kern Government Television Web Site. Although television has been around for decades, use of this powerful means of communicating is relatively new to Kern County Government. As Station Manager, I am constantly looking for ways to improve our operations from technical, production and programming standpoints. KGOV started limited broadcast in May of 1997. Since that time we have become a 24 hour a day full-time facility and geographically, one of the largest Government Access Channels in the nation, reaching nearly all of Kern County's 8,000 square miles with its live signal.

For those interested in the technical side of our operation, meetings are televised using multiple broadcast quality cameras in our Board Chambers, routed and switched through Master Control and captured directly to our digital video server, DVD and digital tape backup. Master Control is also equipped with other formats including Beta SP, ¾ inch, SVHS and VHS. Our 24-hour a day on-air signal is delivered to Cox and Bright House cable systems via fiber optic links. Outlying cable systems in Frazier Park, Lake Isabella, Tehachapi, Mojave and Ridgecrest receive our live signal via the County's digital microwave system. KGOV can also be seen from anywhere in the world via our web site. We maintain a Remote Testimony Room in Mojave that allows East Kern Residents a way to address the Board during meetings without driving to Bakersfield. Similar capabilities are being developed for the Kern River Valley and Ridgecrest areas.

With regard to programming, our principle responsibility is to broadcast all Board of Supervisors meetings. No longer does the public have to drive to the County Administrative Center in Bakersfield to be a part of their local government. They can view these important meetings right from their own homes. If anyone wants to know how the County's highest elected body operates and the difficult decisions they face every week, then they can tune in live on Tuesdays or watch any of two rebroadcasts of the Board meetings throughout the week. Kern County Planning Commission meetings are broadcast live the second and fourth Thursdays of each month and broadcast every Monday afternoon at 2 PM. Recently the Kern Council of Government commenced broadcast of their meetings. You can watch Kern COG meetings every Monday evening starting at 7 PM.

In January of 2001, KGOV welcomed the City of Bakersfield to the KGOV family. The City designed and installed their own state-of-the-art broadcast facility at City Hall and delivers their meetings, via fiber, to KGOV Master Control for distribution throughout Kern County. Recently, the KGOV added UC-TV to its program lineup. Most any day you can view the University of California's programming from midnight 'till noon on KGOV.

Production of video programming has become an important part of station's mission. KGOV has become one of the best-equipped and staffed digital production houses in the area. KGOV can provide production services to any government agency as well as selected quasi-government not-for-profit organizations. KGOV is dedicated to providing its viewers programming which is governmental in nature and will be of interest to our community. County departments utilize the station as an additional means of reaching the public. From health related issues to community-wide emergency preparedness, KGOV is committed to "sharing the information" with as many citizens as possible.
