Board of Supervisors Recap for October 21, 2025

The Kern County Board of Supervisors met today as scheduled for Tuesday’s October 21, 2025, Board Meeting. Supervisor Phillip Peters (District 1), Supervisor Chris Parlier (District 2), Supervisor Jeff Flores (District 3), Supervisor David Couch (District 4), and Chairwoman Leticia Perez (District 5) were in attendance. Meeting Highlights:

Item No. 1 AM session:

The Board adopted a Resolution honoring Matt Smith, General Services Division, upon his retirement with 39 years of dedicated service to the County of Kern. You can watch the presentation HERE.

Item No. 2 AM session:

The Board adopted a resolution honoring Brenna Viskovic, Department of Human Services, upon her retirement with 30 years of dedicated service to the County of Kern. You can watch the presentation HERE.

Item No. 3 AM session:

The Board proclaimed November and December 2025 as Kern County Cares Canned Food Drive Months. You can watch the presentation HERE.

Item No. 4 AM session:

The Board presented a Certificate of Recognition honoring Pastor Victor Perez for his outstanding 50 years of ministry in Kern County. You can watch the presentation HERE.

Item No. 18 AM session:

The Board approved and adopted a Resolution authorizing Behavioral Health and Recovery Services to apply, accept, and execute Behavioral Health Continuum Infrastructure Program Grant funding from the Department of Health Care Services for rehabilitation of a portion of the Psychiatric Evaluation Center/Crisis Stabilization Unit to expand services for adults located at Mary K Shell.

Item No. 20 AM session:

The Board approved and adopted a Resolution establishing the regular meeting dates of the Board of Supervisors for 2026. The regular meeting dates can be found HERE.

Item No. 25 AM session:

The Board approved an Event License Agreement with AEG Management Bakersfield, LLC, manager of Dignity Health Convention Center for the 2026 Bakersfield JobFest on March 11, 2026, in an estimated amount of $17,875.

Item No. 27 AM session:

The Board approved the authorization to apply for and accept the Zip Books Grant and appropriate unanticipated revenue in the amount of $16,920. The Zip Book Program provides an opportunity for Kern County residents to order books through Amazon when the item is not available in the Library’s catalog.

Item No. 29 AM session:

The Board approved Community Corrections Partnership award recommendations of various providers as successful Request for Proposal (RFP) vendors, and to enter into contract negotiations with vendors to provide community-based services for AB 109 individuals in Kern County. Item No. 30 AM session:

Kern Public Health presented the Child Death Review Team Report from calendar year 2024. The Board received and filed the report. You can watch the presentation HERE.

Item No. 31 AM session:

The Board approved and adopted a Resolution for termination of local health emergency due to the Borel Fire in Kern County. The Public Health Officer has deemed that the present conditions and threat to public health created by the Borel Fire have been sufficiently remediated and there is no longer an immediate threat to public health.

Item No. 35 AM session:

The Board approved an Agreement with Blue Cross of California Partnership Plan, Inc., for implementation of the Community Health Improvement Plan (CHIP), effective October 21, 2025, in the amount of $54,445.

Item No. 36 AM session:

The Board approved Confidentiality Agreement, containing non-standard terms and conditions, with F2G Limited for participation in coccidioidomycosis (Valley Fever) clinical trial.

Items No. 9-10 PM session:

The Board approved plans, specifications, and notice to bidders, and an agreement with the City of Shafter to transfer ownership of the South Shafter Sewer project to the City of Shafter to own, operate and maintain the South Shafter Sewer project improvements upon project completion. Item No. 11 PM session:

The Board approved a Cooperative Agreement with California Department of Transportation (Caltrans) for Seventh Standard Road intersection improvements located near the City of Shafter, from 0.1 mile south to 0.2 mile north of Seventh Standard Road.

Item No. 16 PM session:

The Board heard recommendations by Board of Supervisors Standing Committee on Finance and Administration regarding Board of Supervisors May 13, 2025, referral on efforts to find efficiencies or improvements in the budget process. The Board approved staff recommendation to initiate a Request for Qualifications process to identify highly qualified firms to conduct comprehensive evaluations of selected programs. Item No. 17 PM session:

The Board received and filed a report regarding an update on establishing a Department of Elections and separately appointed Registrar of Voters. You can watch the presentation HERE.

Item No. 18 PM session:

The Board received a report on selected awardees for the Kern Biz Façade Improvement Grant Program for Fiscal Year 2025-2026. You can watch the presentation HERE.

Items No. 21-23 PM session:

The Board approved contributions to the following community organizations to support their efforts: Kern County Firefighters Relief Foundation, Kern County Firefighters 1301, Kern Law Enforcement Foundation, Kern County 999 Foundation, The Semerenko Team Community Love, Inc., Brighter Bites, Probation Family Relief Fund, Tehachapi Art Commission, Rosamond Chamber of Commerce, Mountain Communities Chamber of Commerce, Shelter on the Hill, Wounded Heroes Fund, Kern County Chapter, CAHP Widows and Orphans Trust, Rising Star Riders, League of Dreams, Community Action Partnership of Kern Foundation, Oildorado Inc., North of the River Chamber of Commerce, Kern County Farm Bureau, and the Delano Hometown Heroes Parade Committee, Inc.
