Board of Supervisors Meeting Recap for November 4, 2025

The Kern County Board of Supervisors met today as scheduled for Tuesday’s November 4, 2025, Board Meeting. Supervisor Phillip Peters (District 1), Supervisor Chris Parlier (District 2), Supervisor Jeff Flores (District 3), Supervisor David Couch (District 4), and Chairwoman Leticia Perez (District 5) were in attendance. Meeting Highlights:

Item No. 2 AM session:

The Board proclaimed November 2025 as National Homeless Youth Awareness Month in Kern County. You can watch the presentation HERE.

Item No. 3 AM session:

The Board proclaimed November 2025 as Native American Heritage Month and November 28, 2025, as Native American Heritage Day in Kern County. You can watch the presentation HERE.

The Board proclaimed November 8, 2025, as Touch-A-Truck, a Free Hands-On Family Experience day at the Beale Memorial Library. You can watch the presentation HERE.

Item No. 5 AM session:

The Board proclaimed November 5 through December 6, 2025, as the 38th Annual Holiday Cottage Days in Kern County. You can watch the presentation HERE.

Item No. 6 AM session:

The Board proclaimed November 6, 2025, as the District Attorney’s Office Victim of Violent Crime Memorial Dedication, Crime Victims’ Rights March and Candlelight Vigil event in Kern County. You can watch the presentation HERE.

Item No. 7 AM session:

The Board appointed Robert Miller as At-large - Nominated by District 1 Member to the Animal Services Commission, term to expire January 8, 2029. You can watch the presentation HERE.

Item No. 10 AM session:

During Board Member announcements or reports, District 5 Supervisor and Chairwoman Leticia Perez presented a Certificate of Recognition honoring Senator Melissa Hurtado for her public service and securing $7 million in state funding for Kern County priorities. You can watch the presentation HERE.

Item No. 13 AM session:

The Board approved the authorization to temporarily close the Kern County Animal Services facility on Saturday, November 8, 2025, from 8:00 a.m. to 5:00 p.m., for the annual Kern Mega Adoption Event.

Item No. 21 AM session:

The Board approved a retroactive sole source Agreement with Crestwood Behavioral Health, Inc., to provide therapeutic and rehabilitative inpatient psychiatric hospital services for adult mental health clients who reside in Kern County, from July 1, 2025, through June 30, 2026, in an amount not to exceed $6,500,000.

Item No. 25 AM session:

The Board approved a request from the County Administrative Office for State Legislative Consultation Services to approve Amendment No. 1 to Agreement 611-2024 with Shaw Yoder Antwih Schmelzer & Lange, Inc. The amendment extends services through November 6, 2027, in an amount not to exceed $147,600. You can watch the presentation HERE.

Item No. 26 AM session:

The Board approved a request from the County Administrative Office for Federal Legislative Consultation Services to approve Amendment No. 1 to Agreement 612-2024 with Townsend Public Affairs, Inc. The amendment extends services through November 6, 2027, in an amount not to exceed $156,000. You can watch the presentation HERE.

Item No. 27 AM session:

The Board heard a presentation by County Counsel in response to the October 7, 2025, referral regarding the pros and cons of a County charter. The Board approved a referral to County Counsel to prepare a draft of a county charter proposal for consideration at the January 2026 Board of Supervisors meeting, with the intention of placing the measure on the ballot for public consideration during the upcoming June 2, 2026, elections. Item No. 30 AM session:

The Board approved and adopted a resolution for authorization to submit a grant application to the California Governor’s Office of Emergency Services (CalOES) for the 2025-2026 Unserved/Underserved Victim Advocacy and Outreach Program from January 1, 2026 through December 31, 2026, in the amount of $196,906.

Item No. 40 AM session:

The Board approved a sole-source agreement with the San Diego State University Research Foundation, on behalf of the Social Policy Institute, for an external review of child welfare services, effective November 4, 2025, through June 30, 2026, in an amount not to exceed $211,963.

Item No. 41 AM session:

The Board approved and adopted a resolution authorizing the extended temporary closure of the Arvin Branch Library Facility located at 201 Campus Drive, Arvin, from Tuesday, November 18, 2025, through Monday, January 12, 2026, for life-safety and critical maintenance improvement.

Item No. 42 AM session:

The Board approved an Agreement with the California Department of Public Health, Center for Laboratory Sciences, for the AB 179 Public Health Microbiologist Training award, from July 1, 2025, through June 30, 2027, in an amount not to exceed $223,061.

Item No. 43 AM session:

The Board approved a Memorandum of Understanding (MOU) with Kern Health Systems to implement the Community Health Improvement Plan (CHIP), from July 1, 2025, through December 31, 2026, in the amount of $196,253.

Item No. 6 PM session:

A public hearing was held to consider an ordinance repealing and adding new chapters to Title 17 of the Kern County Ordinance Code, adopting the updated California Building Standards Code with local modifications to establish a new Code of Building Regulations. The board approved enacting the ordinance.

Item No. 7 PM session:

The Board approved a resolution from the Public Works Department to set a public hearing regarding a proposed increase in assessments to provide streetlight services within County Service Area No. 30, located in northwest Bakersfield. The Board found the action is statutorily exempt from further CEQA review, adopted the Engineer’s Report, and set the hearing for January 6, 2026, at 2:00 p.m. Notices will be mailed to affected property owners and published as required.

Item No. 18 PM session:

The Board received and filed an update on the Americans with Disabilities Act Self-Assessment and Transition Plan. You can watch the presentation HERE.

Item No. 21-23 PM session:

The Board approved contributions to the following community organizations to support their efforts: Veterans of Foreign Wars Post 9657, in the amount of $250; Kern County Asian Chamber of Commerce, in the amount of $500; Oildale Community Action Team, in the amount of $1,500; Delano First Assembly of God, in the amount of $250; Delano Police Officers Association, in the amount of $500; JJ’s Legacy, in the amount of $500; Highland High School Instrumental Music Club, in the amount of $500; Camp Hamilton, in the amount of $500; Friends of Mercy, in the amount of $1,000; Philippine Weekend Inc., in the amount of $2,000; Brighter Bites, in the amount of $2,500; Boys and Girls Clubs of Kern County, in the amount of $1,500; and 746 Sports Foundation, in the amount of $1,500.

Item No. 24 PM session:

The board adopted a Resolution of Intent to set a hearing for Tuesday, December 9, 2025, at 2:00 PM for a proposed 50-year non-public utility franchise to GEM A-CAES LLC, for transmission and fiber optic lines.

Item No. 26 PM session:

The board identified Proffitt Construction, Inc., dba Superior Construction, as the apparent low, responsive, and responsible bid and approved Contract No.1650.7012 for the Lamont Park Beautification Project, in an amount not to exceed $9,575,000.
