Board of Supervisors Meeting Recap for November 18, 2025

The Kern County Board of Supervisors met today as scheduled for Tuesday’s November 18, 2025, Board Meeting. Supervisor Phillip Peters (District 1), Supervisor Chris Parlier (District 2), Supervisor David Couch (District 4), and Chairwoman Leticia Perez (District 5) were in attendance. Supervisor Jeff Flores (District 3) was absent for the morning session and in attendance for the afternoon session.  Meeting Highlights:

Item No. 1 AM session:

The Board proclaimed November 2025 as National Adoption Awareness Month in Kern

Item No. 2 AM session:

The Board presented a Certificate of Recognition to Phil Franey for his 40 years of service on the Kern County Employees' Retirement Association (KCERA) board in Kern County. You can watch the presentation HERE.

Item No. 17 AM session:

The Board approved a request from Kern County Fire to extend local emergency due to the September weather flooding event in Eastern Kern County.

Item No. 18 AM session:

The Board approved a sole source procurement with Axon Enterprise, Inc., for the purchase and standardization of eight body worn cameras with supporting equipment and software over a five-year term beginning January 1, 2026, for the Fire Department’s Arson Unit.

Item No. 21 AM session:

The Board approved a request by Public Health to purchase incentives and educational materials for at-risk populations served in Public Health programs during fiscal year 2025-2026. These programs include: The Maternal Child, and Adolescent Health (MCAH) program, the Sudden Infant Death Syndrome (SIDS) program, the Nurse-Family Partnership (NFP) program, and the Black Infant Health program.

Item No. 14 PM session:

The Board received and filed a report presented by the County Administrative Office on the Fiscal Year 2025-2026 first quarter budget and federal funding impacts update. The Board also approved the addition of one Contract Administrator, one Fiscal Support Technician, and two Geographic Information Systems Technician I/II positions and deletion of one Senior Workforce Development Analyst, one GIS Programmer/Analyst and one Geographic Information System Specialist positions, resulting in a net increase of one position in various departments. Item No. 16 PM session:

The Board approved an Agreement with Lamont Public Utility District (LPUD) supporting improvements for water distribution system, from November 18, 2025 through June 30, 2026, in an amount not to exceed $300,000 and request to cancel designation in the General Fund Lamont/Arvin Economic Opportunity Area in the amount of $300,000.

Item No. 20-25 PM session:

The Board approved contributions to the following organizations in support of various programs and services: Golden Empire Gleaners, in the amount of $4,000; Community Action Partnership of Kern (CAPK) Foundation, in the amount of $15,500; Wreaths Across America, in the amount of $1,501; Taft College Foundation, in the amount of $1,000; California City Chamber of Commerce, in the amount of $1,000; Tehachapi Community Orchestra, in the amount of $750; Kern Firefighters’ Relief Foundation, in the amount of $500; Bakersfield North Rotary Foundation, in the amount of $1,000; Open-Door Network, in the amount of $500; Kern Community Tennis Association, in the amount of $1,000; Bear Mountain Recreation and Park District, in the amount of $500.

Item No. 26 PM session:

The Board adopted the 2026 State and Federal Legislative Platform.

The next regular board meetings are scheduled for December 9, 2025, at 9:00 a.m. and 2:00 p.m.
