Meeting Highlights:
Item No. 1 AM session:
The Board adopted a resolution honoring Deputy Probation Officer Lilia Sanchez, Kern County Probation Department, upon her retirement with 28 years of dedicated service to the County of Kern.
Item No. 2 AM session:
The Board adopted a resolution honoring Mark McAlister, Department of Human Services, upon his retirement with 28 years of dedicated service to the County of Kern.
Item No. 3 AM session:
The Board presented a Certificate of Recognition to the Bakersfield Sikh Women's Association in Kern County. You can watch the presentation HERE.

The Board presented a Certificate of Recognition to Gilbert Juarez, also known as Mr. Dimples, for his generous contributions supporting the CAPK Food Drive in Kern County. You can watch the presentation HERE.
Item No. 8 Board Member Announcements or Reports:

Item No. 10 AM session:
The Board approved a request to accept a donation from Edison International Foundation for the Title III C2 home delivered meals program, commonly known as Meals on Wheels, and to appropriate unanticipated revenue, in the amount of $20,000.
Item No.12 AM session:
The Board approved a request to retroactively accept California Board of State and Community Corrections Proposition 47 Cohort 5 Grant for services to individuals in the criminal justice system, in the amount of $8,000,000; and to appropriate unanticipated revenue in the amount of $2,954,000. Behavioral Health will use this grant funding to provide eligible Proposition 36 individuals with a substance use disorder and mental health treatment alternative to felonies for certain drug related crimes.
Item No. 23 AM session:
The Board adopted a resolution authorizing the temporary extension of closure for the Ridgecrest Branch Library and will now open to the public on Tuesday, February 24, 2026.
Item No. 24 AM session:
The Board approved authorization to apply for and accept the California Library Association’s Lunch at the Library Partner Project Grant Award and appropriate unanticipated revenue, in the amount of $42,000.
Item No. 25 AM session:
The Board approved a Letter Agreement with Blue Zones, LLC, to introduce Hands-On Food Literacy Education through the Bakersfield Charlie Cart Program from December 9, 2025 through March 31, 2028. Blue Zones Project—Bakersfield will equip the library with a Charlie Cart, a fully functional mobile kitchen classroom to integrate nutrition education, providing children with hands-on experiences to prepare healthy meals and build food literacy skills.
Item No. 30 AM session:
The Board approved a request from the Sheriff’s Office to accept an in-kind donation from Terra-Gen LLC for public safety equipment, and to appropriate unanticipated revenue to mid-year capital asset acquisitions, in the amount of $82,489. You can watch the presentation HERE.
Item No. 23 PM session:
The County Administrative Office reported on the Americans with Disabilities Act Self- Assessment, highlighting its importance in evaluating accessibility within County services. The Board approved the proposed Americans with Disabilities Act Transition Plan for 2025. You can watch the presentation HERE.
Item No. 28 PM session:
The Board approved a donation of portable baby play yards, valued at $2,668, to Bakersfield Pregnancy Center and the Mission of Kern County at the Community Baby Shower Event for distribution to families in need.
Items No. 29-31 PM session:
The Board approved contributions to the following community organizations and groups to support their services: Kern County Hispanic Chamber of Commerce Business Education Foundation, in the amount of $1,000; Foothill High School Athletic Hall of Fame, in the amount of $500; Alzheimer’s Disease Association, in the amount of $500; American Legion Post 26, in the amount of $250; Lost Hills Union School District, in the amount of $500; Transitional Youth Mobilizing for Change, in the amount of $3,000; United Way of Central Eastern California, in the amount of $2,500; Mexican American Legal Defense and Educational Fund, in the amount of $2,500.
