Property Management is a full service real estate branch for the County of Kern. Property Management is responsible for assuring equitable treatment of the County and the public in all transactions involving real property.

Property Management functions:

  • Negotiating for the acquisition, sale or lease of real property
  • Providing recommendations to the Board of Supervisors
  • Performing real property appraisal reviews
  • Negotiating franchises in County right-of-ways
  • Acting as a property manager for one non-County facility
  • Assisting other County departments with space needs
  • Preparing deeds, leases, licenses, right-of-way agreements, easements, and similar legal documents
  • Assisting in the collection of rental or other monies due to the County
  • Maintaining an inventory of County-owned or leased real property
  • Assisting County Counsel in eminent domain proceedings

In Fiscal Year 2022–2023, Property Management staff negotiated:

  • 12 new leases
  • 16 lease amendments
  • 5 property transfers
  • 8 new and/or renewed franchise agreements
  • 15 MOUs between County departments
  • 87 Consumer Price Index adjustments
  • 11 licenses for use of County facilities

Property Management staff facilitated collection of approximately $10.9 million in General Fund revenue through annual franchise administration. Property Management is also responsible for tracking and managing insurance compliance for all property and right-of-way agreements.
