During the COVID-19 Local Emergency

Due to the quickly changing situation related to the Coronavirus, Kern County has declared a local emergency effective immediately. On Monday, March 16 at 5:00 PM, Kern County moved to an essential-staffing only model until April 14 at 8:00 AM. On Tuesday, March 31 the county extended this closure to 5:00 PM on Friday, May 1. During this period, most County buildings will be closed to the public with only essential services being offered.

Essential services that will be available between the above dates are listed below, otherwise please call a specific department or check its website to inquire about available services.

 

Public Safety

 

Airports

Will remain open and fully functional unless the FAA issues different instructions.

 

Aging and Adult Services
  • Meals on Wheels deliveries will continue as normally scheduled.
  • Senior Centers will be closed to protect our most vulnerable population from community spread. However, you can still reserve a meal for pick up if you make a reservation.
  • Aging and Adult Services will have minimal staffing for Adult Protective Services, In Home Supportive Services, and Conservatorship.

 

Agricultural Commissioner's Office

Will conduct exotic pest trap services and provide export certification inspections for produce shippers as needed. Please visit our website at www.kernag.com or call us at 661-868-6300.

 

America's Job Center of Kern
  • All offices are closed, but you may contact our business services staff by calling 661-336-6860 or sending an e-mail to vasquezs@kerncounty.com.
  • All recruiting events between now and April 14 have been cancelled.

Animal Services
  • Local animal shelters will close to the public.
  • Essential functions such as licensing are available on-line.
  • Animal Control Officers will be available on an emergency basis.

 

Assessor/Recorder
  • The County Administrative Office Building, including the Assessor's Office, are currently closed to the public. Services remain available through phone or email. Questions about tax payments or bills should be directed to the office of the Treasurer-Tax Collector.
  • The Recorder’s Office and Hall of Records are closed to walk-in customers, but many services can be performed online, by phone, or by mail. Additionally, a document drop box is now available in front of the Recorder’s Office. Please browse the website or call for assistance. A public access computer kiosk is available for viewing our index and images of Official Records between the hours of 10:00 AM to 2:00 PM at the following address: Kern County Child Support Services, 3701 N. Sillect Avenue, Bakersfield.
Auditor-Controller, County Clerk, and Elections
  • Auditor-Controller is continuing to make payments to vendors.
  • County Clerk is continuing to provide services that can be filed by mail, including CEQA documents.
  • Elections continues to be open to observers during the vote counting process. Petitions may be submitted by appointment only. 

 

Behavioral Health & Recovery Services
  • Crisis Hotline services will be uninterrupted and are available 24/7 at 800-991-5272. All clinics will remain open with minimal staffing and the mobile evaluation team will be operational.

Child Support Services
  • Ridgecrest and Superior Court locations are closed to the public.
  • Limited lobby access is available at the Bakersfield Office, Monday to Friday from 8:00 AM to 5:00 PM to drop off documents and use the payment kiosk.
  • The State Disbursement Unit is open and accepting payments by phone and online. If you have important updates about your case, please submit an online inquiry through Customer Connect (http://childsupport.ca.gov/customer-connect/).
  • Limited services and information are also available by telephone by calling (866) 901-3212, Monday - Friday during the hours of 8:00 AM to 2:00 PM.

 

District Attorney
  • The District Attorney's Office and Kern Regional Crime Lab will continue all operations with minimal staffing levels, unless courts close.
  • Limited access to lobby, call rather than walk-in. 

 

Employers Training Resource

Farm & Home
  • The office is closed to the public.
  • University of California Cooperative Extension Advisors are working remotely. They are available for consultation by phone or email.

Fire Department
  • Fire emergency services will be fully staffed.
  • In case of an emergency, call 911.
  • Substations will remain open, unless the courts close.

Human Services
  • Our lobbies are currently closed to the public; however, we will continue to provide restricted in-person homeless assistance services only between the hours of 7:30 AM to 1:00 PM.
  • Applications for benefits may be made online by visiting the online application website at www.c4yourself.com.
  • Applications for CalFresh may be made by phone at (661) 631-6062.
  • Applications for Medi-Cal benefits can be made by calling 1-800-300-1506.
  • If you suspect child abuse or neglect, please call the 24 hour Child Abuse Hotline at (661) 631-6011 (Countywide) or (760) 375-6049 in Ridgecrest. Reports for child abuse can be made at any time.

Library
  • Closed. Checked out materials will not be due during the days the library is closed and holds have been extended.
  • In the meantime, our eLibrary is always open! Visit kerncountylibrary.org/elibrary to get started checking out eBooks, eAudiobooks, and more!
  • WiFi is available outside branches 24/7 during closure.

Parks Facilities
  • County parks will be open and Park Rangers will be patrolling.
  • Overnight camping is not available at this time.
  • Rangers and park attendants will be at gates.

 

Planning & Natural Resources
  • Closed to walk-ins, Hearings are cancelled.
  • Limited staffing to take calls, answer e-mails, and process existing applications in preparation for future public hearings.
  • No new planning applications will be accepted for processing until April 14, 2020 with the exception of Oil and Gas Conformity Reviews, which can be submitted and processed online until 5:00 PM on March 25, 2020.
  • All planning related items currently in process, including plan check as necessary with the submittal of a building permit will continue to be processed.

Public Defender
  • All cases and court dates will continue as previously scheduled, unless the court closes.
